The 2019 Basic Allowance for Housing (BAH) rates took effect on January 1, 2019. If you are PCSing to Hawaii in 2019, these will be your rates for housing. Note that if you’re already stationed in Hawaii, your BAH for this year will be the higher of your current rate or the new rate.

According to the Defense Travel Management Office, the 2019 Basic Allowance for Housing (BAH) rates are based on the current local median market rent and average household utilities (including electricity, heat, and water/sewer) in each military housing area (MHA); and incorporate a five percent out-of-pocket amount.
